Tribe Warden is a simple plugin that automatically places players into tribes after 10 seconds of spawning in. The tribe names are randomly generated 10 digit numbers, and will auto recreate if the tribe is left.

you need to fill in the config with your database info

Apparently we don't understand this topic that well.

The plugin stores tribe data in MariaDB or MySQL so it can sync across maps, so it needs three things: a MariaDB or MySQL instance running, libmariadb.dll present if using Mariadb, and a config.json with your DbUser, DbPassword and DbName filled in
