Rag boss cd - Custom cooldown for ragrarok bosses and more

Enables rag mini bosses inventories and adds custom respawn cooldowns for the bosses.
Because it uses the vanilla boss inventory system, you can now fully customize their loot through ini, just like with regular bosses.
It also supports optional Discord webhook notifications when bosses respawn.
More features may be added over time.
