Free SR's Decay Manager 1.2.2

Fixed issue with permissions not applying new limits.

Minor fixes to plugin code
Allowed "EnableDecay" config option to enable automatic decay.

Fully reworked plugin to save time in database!
Added full Permissions integration to make some tribes decay faster or longer.

Currently plugin works only through DecayManager.Cleanup command.
You can use BTP [ID] command to teleport between cached objects.
